Ignoring the near redundancy of "Hebrew Israelite" I see nothing in the video that reveals anything about their ancestry beyond skin colour.
I admire the restraint of the dark-skinned guy. I'm guessing he was seething but he held back until the other guy threw something (a drink?) at him.
That, (or spitting on someone), constitutes legal assault and he was within his rights to give the douche nozzle the beat-down he so richly deserved.
