Uh ... no ... it means you can eat it.
You "cook" meat like that when it is not tender like a filet. Imagine spare ribs done rare, you couldn't even get it off the bone.

I don't think so. The server is quite obviously very practiced and skilled, demonstrating a high level of experience and showmanship. This is, I believe, the way they make this all the time.

Of course, it's personal preference, but imagine someone ordering filet mignon cooked so black that it's difficult to chew. There's a drop off in the sophistication of the diner.
