Dude was all but stopped but still, they REALLY needed to ram that disabled car twice. Just cost the taxpayers about $4,000 for the body work.

Depends on where it is. Most states have laws that excuse all legal responsibility for damage (of any sort, even to bystanders or property) that happens when the officers are 'in pursuit.' (And courts are
very
lenient about it)
Even though that idiot was mostly stopped the chase only officially ends when they're in cuffs.
And there's a real likelihood that the vehicle was stolen and unless it can be proven thar the car was locked w/o the keys in it, the owner's insurance company will say, "Tough luck. You're SOL, son."

The vehicle was probably stolen, but should be covered by insurance. I think the damage the taxpayers will cover is for the damage to the police cars. The shock bumpers they have on the front ends should have helped with that.
This was actually a pretty impressive teamwork. 3 cop cars pinned the vehicle and the driver down. Not only was the car not going anywhere, but the doors were pressed shut keeping the driver in, while the cops' doors were all unblocked.
Edit: And they did it while apparently being mindful of the spectators. The cop that came through the gas lane was being very careful. Despite pendejo camiseta blanca risking his life to take potato-cam selfie vid.
