When I drove an ambulance in the Army we were told that in a case such as that, assuming we were headed toward a victim we should not hesitate to push the other vehicle aside.
(Direction was specified because we were taught that the need for use of emergency signals ends when the EMT gets to the victim)

I would think that in some cases it would be imperative to get the victim to the hospital as quickly as possible.
