Indeed every driver's nightmare, can't argue with that + happened to me too
however, I allways say : if it is avoidable with small corrections like this, go for it,
if not, don't care about the dog or the car, hit it and save your passengers.
Trying to avoid a stray animal on the road is the cause of many deaths of humans in the car.
Poor animals probably get lost and end up in the hiway, I feel sorry for them, they probaly won't live to see the morning, but if the dice is rolling hard, stay safe and choose the human life instead of an animal's life.

It didn't look like a stray dog but a human riding a bicycle, so I'm pretty sure he/she avoided killing the idiot riding a bicycle on the freeway without any signalization.
