Not a fuel "leak", rather the fuel is pouring out of a fuel jettison valve designed to reduce landing weight if an aircraft needs to make an emergency landing with full fuel. Believe it or not, aircraft can safely take off with more fuel than they can safely land with. Granted, fuel certainly shouldn't be coming from the valve on the ground, but that's what it is.
