Black Lifeguard Threatned By White Policemen

I've been trying to find more info on this but no luck so far.

Is he really a Lifeguard? Or just wearing that hoodie? Maybe the police are in the right.
Why so many cops and a dog and a cameraman ... at night?

It's hard to know from just this video.

That being said, he was cooperating and the impatient cop didn't have
to rip his pants regardless of his suspected behavior.
There were at least four cops and a Shepard.
Plenty of manpower ... they could have offered better assistance.
Instead they were disrespectful.

I don't know the whole story either, but that looked a lot like felony aggravated battery and armed criminal action to me.
