That's a very interesting twist.
Well, in both cases, I think the punishment is not very constructive.
She has to understand why it is wrong to do that.
In the "bullying the cancer patient" case, a better punishment would have been to send her to work as volunteer in one of the cancer treatment/recovering facilities.
In the "naked pictures on facebook" case... well, I don't really know what would be the right punishment, although shaving the head might be a good idea in the heat of the moment.

In a recuperatory center the bully is supervised by medical staff and he will learn what struggling with such a disease means.
But, like MWarrior said, the video was posted before and the reason for the shaving was posting naked pics on facebook.
