so because the bad guy decides to drive against traffic and put all those people's lives in danger or at least causing some accidents with a potential of injuring them...the cop turns around as well and engages in a pursuit...probably at high speed also potentially causing an accident possibly leading to death or serious injury?

Why?? get a chopper or set up a perimitter a few blocks out to contain the bad guy and yes he may get away but at least innocent peoples' lives are not put in more danger by chasing this perp and forcing him to drive more aggressively .
