need info...why does someone in a car let someone 10 feet directly in front shoot and not just use their car as weapon?

well, he was shooting at the car, and if the other driver (the one being fired upon), would have made a move to run over the gunman, then he would have easily aimed at the driver.

IMHO.

I would have run over him as soon as he pulled the hatchet. He never would have gotten a chance to pull the gun.

Then you had to cross over him a few times to make sure he doesn't get up. Otherwise, he either would have taken his gun out or you had to fllee which made it a hit and run.
The driver panicked and didn't react, but he's lucky he got the video. The wise guy is facing some nice years in jail.

The driver getting shot at might have ducked during the shots. The dashcam is not a helmet cam thus explaining the reason the shooter still stayed in screen.
My only question is how much the tough guys gf costs? She doesn't seem to enjoy her lovers aggrevation and handling of the situation.
