if it takes 8 cops 1 minute to restrain 1 kid. How many cops do you need...nvm.

That police department must have some low standard for physical fitness of their officers.

I mean have you looked at them? If that kid run away, do you thing any of them could chase him? Look at the cops in civilian outfit.
