They know roads in germany. In ireland for example, they never take away the top layer of the road when laying new asphalt. After many years the manholes and stormdrains are essentially potholes because the tarmac can several inches higher than the drain/manhole.

In my area they also never put down the final layer of the tar, rather throw down a bunch of the stones without tar and let the cars flatten it down. All these stones can create new potholes after the first heavy rain, as they erode the road lacking tar to hold it together.

yes, 8 people, 10 specific powertools, 3 heavy vehicles, special equipment designed only for flattening manholes made of 13 pieces, and 16.000 euro in 2 days of work. That's where my money goes today...
