Interesting. Never seen a flash flood, but never thought it looked like that or moved slow enough that you can run from it.

It's flash flood because as soon as it passes, that dried up wash became a torrent river in under 5 minutes; It's not a flash flood because you could outrun it. Also, if it they were half the distance from it's origin, the water would most likely be more liquid and less muddy, making your chances of being able to out run it, less.

We have these in Arizona frequently in the monsoon season, so much so that there is a law called the "Stupid Motorist Law", where if you purposefully try to cross one and get stuck, you will be liable for all the costs and efforts it takes to save you.
