This looks like that common practice the russians have,
they pull in front of a car and slam the brakes
so that the following car will hit them and they get compensation
from the following car's insurance.
That's why these cameras are becoming common in many countries.
Lucky this driver had one of these cams. He should definately give it to the cops.

And BTW, where are the cops when you need them???
