Because each team is motorized by a different consortium.
Ferarri, Mclaren, Honda, Renault (by the way, the video is about Renault), etc. Each one of them respects the rules and implements a different type of engine, transmission, chassis, etc. The competition is between the pilots (regarding their skills in controlling the machinery) and between teams (regarding the construction and the implementation of the machinery). Ferarri won a lot of titles not because of Schumacher, but because of the very good resisting hardware. There were other better drivers than Schumacher but driving inferior f1 carts.

By the way, this is what Renault implemented. I don't think that it will be a turn point... but we'll see.

Because that's not F1 that would be a stock car series.
