It's not a police officer, just a security guards from some bank office. I don't know why people think you supposed to have Rambos employed for such kind of shitty, underpaid jobs, or why people are laughing on that looser old man, who still tries to do his job.

Actually the fat lad is not a police officer...he's security guard of the bank which was robbed. Anyway, there is no big difference.... ;)
