That is a thousand times worse than what I thought it was going to be from the still image. No mortar between the blocks? Madness. I just hope the builders are sent to a gulag *before* the building collapses on someone and potentially kills them.

Wouldn't even pass code in the US, especially in California. No tied rebar/concrete foundation, no rebar/concrete in the middle of the bricks. No mortar between the bricks. Are Russians that stupid or do they just have more video cameras to record these stupid things? 51

They did the same in China when the schools that collapsed from the Earthquake. Many brick foundations were built without mortar which hastened thier collapse...
