If you do some research behind this video and this zoo, the man is actually friends with the bears. He is the bear version of the "lionman" BEARMAN! he isnt shy of going in the cages and spending time with them. They are his pets. Like having a dog and you telling your dog to sit down for a treat and give you his paw for a treat. He isnt asking the bear to bite itself, he is asking it to be shy.
