It was in my neighbourhood(Krommenie, The Netherlands), a few years ago i filmed them also....
Awesome to see....
The've attached bicycle-chains with some woodscrews, & they putted them on the flat(rain) tires.
Then they inflated them and so they made the ice-drivin' spikes....!
