That happened in OC Maryland during Irene. It turned out to be sewage. I will never trust foam by the shore after that.

I could be wrong, but, I believe this is caused by gases released by decaying oceanic
micro-organisms that are *whipped up* by the wind. What ever the cause, it's interesting.
Wonder if it smells.
