morrel2, I thought so too until I noticed this was a crosswalk. Even though it had no lights, there were signs warning of pedestrians.

The pedestrians are crossing on a crosswalk, look closely. You shouldn't drive fast if you don't know how to stop.

There is a difference between fast driving and dangerous driving. If you cant stop fast enough giving the current conditions, no matter how fast or slow you are driving - this is dangerous driving.
