It's called 'laminated' glass. It's nothing new or inventive...
Glass can withstand stress to a certain pont, then it shatters. A laminate sandwiched between glass as you see in windshields holds it together (due to price/spec issues) but can still be penetrated.
Window film companies were making it 70 years ago to protect fighter pilots during WW2 by laminating the glass in plane canopies. High tensile strength laminates can resist RPGs and bomb blasts.
This is the industry I work in, so I know something about it.
