That's not lane splitting. That's passing, but it looks like it was on a solid line which is illegal.

Lane splitting is 'passing' cars between lanes where space is not designated for additional traffic. I can 'pass' a car going in the same direction on a lane designated for my vehicle. Unlike a bike lane, where a section of road is designated for bike travel.
