second I think it was more of a lack of willingness to change lanes when he was supposed to and ran out of room and the concrete divider stopped him....that was not a voluntary stop.
and third .....and this is important....

Looks more like he tried to pass, ran out of room hit his breaks to get back behind the car, and was then rear ended.
