OK, so I'm an audio engineer. I don't know the exact db-spl (loudness) of those horns, but blasted a couple inches from anybody's ear, undoubtedly it would cause hearing damage, instantaneously, and perhaps permanently.
If this guy did this to me, the least he would get is dumped into a river.

I work as a tour guide and someone blasted one of those while I was working. It didn't startle me but it did my tourists.
Since I was on the clock my options for a response were limited.
When I was done I spent about a half hour tracking him down and 'confiscating' (read forcibly stealing) his toy.
