Why would you want to promote stray animals? You DO know that with a stable food source they will breed, right?
Now, if those food stops were laced with a sterilizing agent to prevent that, it's a pretty good idea but you might want to warn Joe Public taking Rover for a walk not to let them eat there....or not.
