This is stupid.

A "professional arborist" would know that a 3 year old tree - planted as a small enough sapling for people not to notice - would take about 1 minute to cut down with a hatchet, or about 10 mins with a shovel. It's root system may indeed be 30' in diameter, but most of those will be hair-roots, thinner than a thread.
After NINE years, it might be a 3" tree, smaller than a christmas tree.

It's not going to take that long to get rid of them. A crew of city workers will be able to do it in a day.
