we had something very similar in mexico it used to be part of easter celebration called sabado de gloria or holly saturday , but th e goverment farbade it due to water shortage , the water waste was just to much to be allowed.

speaking to the matter of wasted water I frequently see people who flood their lawns and end up watering the side walk (I live in the desert) secondly there's FAR worse these punk kids could be doing, and thricely some of the wetted are smiling so in sumation...

Same tradition was in Poland. In the distant past it was meant to show appreciation to girls (the more popular/prettier girl the more water she had on herself :)), later it became more of a thing of young punks that were bored with their lives (pouring buckets of water into cars with opened windows, terrorising everyone who had any sense and did not want to be soaked). Now slowly forgotten.
