#25 is fine.
Subtractive numerals (4 = IV) and additive numerals (4 = IIII) are both correct and were used interchangeably in ancient times.
The upside down numerals depends on where the point of view is, is it in the centre looking out, or at the bottom looking up?
Both are in common use, and comes down to personal preference of the design aspects.
