An American firm called Ideas That Stick has come up with a brutal way of punishing people who don't obey parking laws. They've invented a device called the Barnacle which sticks to the windshields of cars with 750 pounds of force. The device is currently being tested but it could mean big trouble for anyone with unpaid parking tickets.

Doesn't look like it'd be that hard to remove. Either use something long and thin to slide in under the rubber gasket, break the seal and have it pop right off. Or, just use a drill to make a hole in the middle (or maybe what looks like a valve on the side). Might get you in trouble for damaging property (depends on local laws I guess), but a lot more satisfying.
