So a shock collar, to stop a barking dog or having it's vocal chords surgically cut to stop it's barking is, somehow, more humane?

Putting tape or a strap around a dogs muzzle when it barks too much, then taking it off.
Then putting it back on when it starts barking mad again is a type of training.
It's not an Arrest-able offense, nor is it animal cruelty.

I don't care to make this personal ... in my opinion, that's not a justified reason to arrest a person.
