The insinuation is that this happens in those schools where the students are less intelligent than their better funded, wealthier counterpart schools. But honestly I can see this happening FAR more in a place where parents obsess over the PRE-school their brats attend because that will lead to the White House Oval Office someday. I've only ever seen this attitude among the helicopter parents of the upper middle- and lower-upper economic classes in the US.

Oh, and my naming the US, I only mean that's the limit to my experience. I'm sure many other nations have similar situations.
