I used to have a next door neighbor who always blocked my driveway with his monstrosity of an Expedition. One day I just got fed up so I let the air out his tires and called a municipal tow truck to "report" and abandoned car on my street.

This asshole had to pay a lot of money to get his car out of the impound lot. He never again parked anywhere but on his own driveway. He always suspected me, but never did anything about it. Finally he just moved out.

These note writers are crazy nuts. If your neighbors are rude they probably do not care to read your note. If you confront them like that who knows how that person will react. People have been killed for less.
