I suspect that's stuff he took off someone. Maybe a German medic, except that the duty kit of the SS Medics (the little medallion in 14 is clearly SS-memorabilia) was leather from 1939...this one is dated 1934.

The print inside the bag is the german federal eagle. It is still on our coat of arms today. Only the eagle inside the book with the swastica on it is a nazi symbol.
