There are houses like this in Lithuania, too :>
Usually parents build a 2-3 room little house for their children from glass bottles and "leftover" cement, wood etc from the main house building :) Something like a tree house, just on ground :D They have windows, doors, electricity and some of them even water :> Fun :D
The air left in glass bottles works as great isolation for heat and sound ;D

First, most of the bottles are neither glass nor empty, as you can clearly see something inside the bottles in #1 & #5. So, depending on the filler, I don't see how this is going to save much money. It looks like they used quite a bit of cement to fill in the gaps (bricks don't have round edges and so the gaps are smaller). I imagine a wood-frame house would be much cheaper.
Second, I wonder if this person is aware of what happens to plastic in sunlight? In less than 3 years (or faster, depending on temperature), plastic exposed to sunlight will begin to crack apart. Even if the coat of paint remains intact, it will simply take longer for seasonal cold & heat to cause the same cracking.
Third, this is in no form recycling, unless at some point all of those bottles are going to be extracted form the cement. Think about it: what's the difference between putting them here versus a landfill? At least if they were put back into circulation, it could have a minor impact on plastic production. In this house, they have the same net result as being put in the garbage.
Sorry, but I think this house is just someone's attempt at being different, not a money saver/environment protector.
