The stars always need to face forward. They are signifying that they are always going forward and never retreating.

#34 is not a fail. She's setting a backfire for a firebreak to stop a
much larger fire. Notice that the ground on her right has been cleared so it
can't burn in that direction. SOP forest fire technique.

The concept is that the star field faces forward, its supposed to look like the flag is charging forward 'with' the soldier wearing the uniform as if its flapping in the breeze. Essentially when its worn on the right shoulder its displayed as if you are seeing the 'reverse side' of the flag.
Also this list is stupid.
