I guess that's sort of a half way house where prisoners who are nearing the end of their sentences "adjust" to life outside prison....

recidivism in Norway is the lowest in the world!think about that. still the idea of prison is to prevent crimes done by a person from happening again, so the conclusion is obvious, this system works.
