I think the first one would make sense for an awful lot of offences. A $10 to a homeless man is probably most of their entire worth, but to a regular Joe, it's not much, and Bill Gates it's pointless.

In Russia, it is illegal to offend verbally a person, it is illegal to display any drug use implicitly or explicitly, it is illegal to play music for foreigners that require visa, it is illegal to discuss the history of the second world war, it is illegal to hurt religious people orally or otherwise, and it is illegal to import laced panties with more that 4% of synthetics.

#1 is totally fair, and should be implemented for ALL fines, not just traffic violations.
