#16 was used in the famed recall election that brought capitalism to Poland, resulting in the election of Lech Walesa (although the names of the communist candidates were not removed, but they were forced to add the capitalist candidates who submitted paperwork to the ballot). Also, it's one of the platform planks of the United States Libertarian Party (the only political party in the USA that wants to restore limits to government power).
On a final note, the people technically have the ability to remove any politician from office, using "grand jury presentment" (it's a part of the common law referred to in the 5th Amendment). If you try to walk in to where a grand jury is in session, you will be told by the bailiff or court security: "You can't go in there, the grand jury is deliberating." However, you have a right as a citizen to respond "I have business with the grand jury; stand aside, or you'll be included in the indictment." You go in, the grand jury briefly stops deliberating, and you "present" them with evidence of treason or misconduct committed by the government official in question. You have this right because all non-governmental citizens are "jurors" or "members of the Jury" even when not seated on a formal petit jury in a case.
