What about rush hour traffic in subway stations, on the streets, in busses. All the people at an airport, if they all got rowdy who knows what theyll all do in a plane?

Hell, even a bus full of people.

Infact, more than 50 people in a 1/2 a mile radius should be dispersed with riot police.
