A parent should be happy when his/her child gets dirty because it is a sign that he is healthy, happy and playful. The dirtier, the better.
A few years ago, at the beach, I saw a 3-4 years old kid plunging in mud and his mother had to turn her back on him because she had tears in her eyes from so much laughter.

yeah. they were probably packed up and heading back to the car after all day in the sun. Still, run his butt out to the water and back (which looks like exactly the case here).
