well if it is Japan and i am guessing it is ....it may have something to do with the sucessful launch into low earth orbit by Japan's Some what new or should i say more agressive space program. The model he is uhhm riding for lack of a better word, looks simiular to the actul rocket that was launched in 2006. I say similar because the model is showing the solid fuel boosters at the base of the rocket.
Now if this is not Japan but some other Asian country,state or territory than I would have to conclude that it is just some goof ball with a toy rocket on his bike.
