How can you hit an animal like that and not have the decency to stop.
I visited a wildlife park a couple of weeks ago that has several hawks, falcons, owls, and a bald eagle. I think all of the animals they have were rescued. Broken wings were common and several of them came from car strikes.
Hopefully he'll be able to heal and be released. But with a break that bad I'd say he won't be able to recover fully. If he can't be released he will be cared for someplace like the wildlife park.
