He started smoking when he was 16 years old.
That gives 80 years of hard smoking (cigs, cigars, pipes, etc.)
For every three and a half years - deduct 10 years.
Work it out for yourself - How old was ol Bill when he died, or how old could he have been if he didn't smoke?
