You're mostly right. Some cities can handle it. If you already have most of the venues you'll need, and you can afford to build temporary venues for the other events, it can be worth it. But very few cities fit in that category. Tokyo 1964, Seoul 1988, Atlanta 1996, London 2012: These were good choices. Montreal 1976, Athens 2004, Beijing 2008, Sochi 2014: Bad decisions. You have to have some use for the venues after the games are over. Otherwise, they become white elephants.

Note, I recognize Beijing can afford to build pretty much whatever they want. But those venues have not been used much since 2008.
