This is a Photoshop trick.
What you do is put your camera on a tripod and take a bunch of pictures back-to-back-to-back, like 30 or 40 or 50 pictures.
You load them into PS, one on top of the other, and PS has a function where you can tell it to look at all the pictures, and combine all the pictures, but leave out the things that show up in only one of the pictures, but not any of the other pictures.
So, all the ‘transient’ elements are removed, like cars and people, but all the stuff that is permanently in place, like roads and buildings and trees, stay in the photos.
This is not to discredit or criticize these photos. They’re really nice. I see he got a little bit artful about it and left in some flying birds in some of the shots.
But, that technique is how people get photos of popular tourist spots around the world (Taj Mahal, Eiffel Tower, etc…) with no people in the photo. And the photo is in the middle of a sunny day, and you’re like, how did they get that photo? How is this possible? Well, that’s the way they do it.
