That is a Mud Dauber's nest, they're wasps that paralyze spiders and eat them.

Not spiders, it's a wasp nest. The spiders are there for the wasp grubs to eat when they hatch.

Could be wasp victims...there is one type that paralyzes it's prey,seals it in, lays an egg on it, so when baby comes out it has fresh food.

I agree with adzhoe. We have mud daubers all over our place. They get into anything that has the slightest protection from the weather and build their tubes full of doomed-spider-horror. So much fun to break them open in the spring before the larvae have matured.
