#3 may be neccessary for the grass to regrow, #7 could well have been caused by an earthquake. #10 could be there to stop trespassing, #21 some places the extra height is efficient because of the extra height of the tank, #22 who says the fence can't be taken down for games, #30 the steps were probably blocked to add more parking space, some of the others might have reasons, and some are just plain stupid planning.
