#1 is just dumb, storing 6 bikes in a space that could store 60 with a little bit of thought. As for the rest many of them don't look like bike racks, so unless there is some signs nearby they just won't get used.

#1 is a pretty cool concept that just needs a little refinement... Just like a grocery cart, you could put a dollar in to get a key, lock your bike on the ferris wheel and get your dollar back when you retrieve your bike.
Thieves don't go out of their way to steal anything in a public space. As in roulette, odds are good your bike won't be at ground level.
