Tilt shift as in tilt shift photography. It's hard to explain but basically you focus on the middle and blur the foreground and background so that it has the appearance of being miniature. I've seen some of trainstations that look amazing.

it use tilt shift lens or an adapter, I use lens baby for most of my tilt shift photo
